Chm error after download from share

We have been using Sandcastle docs in both html and chm builds without problems, but now the chm builds are not working after they have been transfered to a share and downloaded by users.  After download the chm opens but none of the topic pages are viewable.  Instead there is an error message:

"Navigation to the Web page was cancelled."

Can somebody explain why this has started when it previously worked?

Is there a fix?

CHM files are typically blocked by default when downloaded due to a security setting in the OS.  You need to right click on the file, select Properties, and click the Unblock button on the General tab.

A couple of people have commented that unblocking a chm this way is inconvenient.  Can chm files be signed or otherwise marked to avoid this little problem?

A quick search suggests that they cannot be digitally signed, though I could be wrong.  Most of the results suggested using the registry changes to reduce the restrictions imposed by the OS.
